- ➤ Emergency repairs are underway at the Bustamante Wastewater Treatment Plant in the Lower Valley after a 36-inch pipe burst last month and released over 100,000 gallons of raw sewage into a retaining pond, with El Paso Water confirming the spill was contained and noting the plant treats 39 million gallons per day for the east side as crews replace old piping — aiming to prevent future issues.
