Good morning, El Paso.

Three federal agencies are chasing fugitive Tren de Aragua leader Giovanni Vicente Mosquera Serrano for his alleged role in drug trafficking, money laundering, and terrorism-related crimes — the FBI has added him to its Ten Most Wanted list while the Treasury Department warns banks to avoid doing business with him and the State Department offers a $3 million reward for his capture.

El Paso police arrested two men after they burgled the Japanese restaurant Koze Teppan Grill on the West Side on June 9—Ricardo Andre Alire, 31 and Marcos Alberto Reyes, 36—and they are now held at the El Paso County Jail Annex on bonds of $11,000 and $3,000.

El Paso is hosting several cultural events this week — a punk book fest at Old Sheepdog Brewery on Saturday, June 28, a military history tour at Fort Bliss, and free film and music screenings on Thursday, June 26 and Friday, June 27 — that highlight the city's arts and history.

Additional festivities include a margarita shakeoff at San Jacinto Plaza and family-friendly celebrations continuing into early July.

Residents in Northeast El Paso woke up today to severe flooding after heavy rains left streets, cars, and homes partially underwater near the intersection of Palomino and Laramie — locals reported recurring drainage blockages that made cleanup difficult.

Homeowners said the flooding caused damage to property and vehicles, with one resident noting a nearly $100,000 loss due to flood insurance gaps.

Officials from the El Paso County Attorney’s Office and the Texas Department of Family and Protective Services launched a year-long campaign to recruit foster and adoptive families after noting that 230 children were in care and nearly half were placed outside the county.

The effort will begin with a public recruitment event at Vino Nuevo Church from 9 a.m. to noon on Saturday, June 28 + community members will get information on the training and support available.

Thousands of El Paso Electric customers lost power early Wednesday morning in areas from Las Cruces to Clint — KFOX14/CBS4 is investigating if rainy weather contributed to the outages, and updates are expected as more information comes in.

The El Paso County Sheriff’s Office will launch Sheriff Ugarte’s Safe Streets Operation during the Fourth of July weekend to enforce traffic violations and discourage dangerous driving and ATV use.
